Random thought, I'm single, late 20s, and Crime rate is something to consider -Andover sits at 300.7 per 100K. You can expect to pay around $1,827 for rent here. The suburbs are where most families end up. Downtown has improved a lot in recent years. Public transit needs a lot of work honestly. It's a very car-dependent city, for better or worse. Cost of living is definitely rising, but still manageable. The food scene here is surprisingly good. The weather takes some getting used to.
