Public transit is pretty good here. You'll probably need a car for most things. it was the best decision I ever made.

From a safety perspective, it really depends on the area. Some neighborhoods are solid, others not so much. Do your research on specific streets.

Used to live on the Uptown side, now on the Midtown side. Completely different vibe. it's not perfect but it works for me.
