Living in Chester -the reality

First post here. We have two kids and Poverty rate is 6.9%, which is pretty low. It's a a small town city with about 23,519 people. The parks and outdoor areas are a huge plus. It's a very car-dependent city, for better or worse. Is this normal for Chester?

Bought a house here in 2018 and it's improved dramatically in recent years. Property values have gone down slightly since then.
