Planning a move to Dover -neighborhoods?

I'm a college student here and It's a a smaller city city with about 39,491 people. Average temperature is around 57--F, so the weather is moderate. Poverty rate is 14.5%, which is around average. Rent is about $1,252/month for a decent place. The school system varies a lot by neighborhood. The city has invested a lot in new development. There's a growing tech scene which is exciting. What would you do? It's not perfect, but the community is solid. The food scene here is surprisingly good. There's a real sense of community in certain neighborhoods. From a safety perspective, it really depends on the area. Some neighborhoods are better than expected, others not so much. Do your research on specific streets.
