Crime rate is something to consider -Dubuque sits at 189.7 per 100K. The city has invested a lot in new development. The food scene here is surprisingly good. It's a very car-dependent city, for better or worse. Traffic can be rough during rush hour, no sugarcoating that. The suburbs are where most families end up. The weather takes some getting used to.

Great question. I'll try to be comprehensive here.
I'm a electrician who relocated here from Raleigh about 13 years ago. The main reasons were retirement and weather.
Pros I've experienced:
- Nice parks and green spaces
- Four distinct seasons
- Strong sense of community
Cons that are real:
- Winters are long and cold
- Can feel isolated
Financially, we've found it excellent compared to where we came from. It's gotten pricier but still beats the coasts. Groceries are developing, gas is solid.
Socially, I'm still on the fence after all this time. Would recommend to anyone considering it..
