Eagle Pass quality of life -am I missing something?

Hi all, Military spouse here. Poverty rate is 18.2%, which is higher than I expected. It's a very car-dependent city, for better or worse. Honestly, I think it's a great place if you know where to look.

We moved here with our family and it's not perfect but it works for me. Schools in Downtown area are pretty good. Kids love it here.
