Rent vs buy in Elizabeth Lake -what makes sense?

Hello, We have two kids and Crime rate is something to consider -Elizabeth Lake sits at 556.2 per 100K. There's a real sense of community in certain neighborhoods. What neighborhoods would you suggest? Downtown has improved a lot in recent years.
