OK so I relocated for work and Median household income is $35,464, which feels on the lower side for the area. It's a a small town city with about 3,623 people. The food scene here is surprisingly good. The city has invested a lot in new development. Is this normal for Gouverneur?

Real talk - this place is not for everyone, and I think that's OK.
If you value cultural scene, you'll love it. The traffic is genuinely decent and I've found I have mixed feelings honestly. My neighborhood (West) is affordable and I feel safe walking around at night.
But if you're coming from Minneapolis, be prepared for the culture shock. healthcare is completely different here. And Chain restaurants dominate.
My advice would be to visit for at least a week before committing. Rent first, don't buy. And explore multiple neighborhoods - they're all different.

Gonna give a different perspective here since most replies seem decent.
I've been here 14 years and there are trade-offs but the good outweighs the bad. The thing nobody mentions is school system. It's competitive and it affects daily life more than you'd think.
That said, the weather is legit. And if you're into kayaking, this place is underrated.
Neighborhood matters A LOT here. The Fairview side vs the Highland side are basically different cities. Make sure you visit both before deciding.
