Best neighborhoods to rent in Harvey?

We're a young couple and It's a a small town city with about 21,710 people. Poverty rate is 24.0%, which is higher than I expected. Crime rate is something to consider -Harvey sits at 235.7 per 100K. Downtown has improved a lot in recent years. There's a growing tech scene which is exciting. People here are genuinely friendly, not just surface-level.

Pros:
- Affordable cost of living
- Nice parks and trails
- Low taxes
- Easy commute

Cons:
- Not very walkable
- Lack of diversity
- Chain restaurants dominate
- Homelessness issues downtown

It's a very car-dependent city, for better or worse. Traffic can be rough during rush hour, no sugarcoating that. People here are genuinely friendly, not just surface-level. I'd say it's better for families than young singles. Downtown has improved a lot in recent years. The school system varies a lot by neighborhood.

From a safety perspective, it really depends on the area. Some neighborhoods are decent, others not so much. Do your research on specific streets.
