Is public transit usable in Hayward?

OK so It's a a mid-size city city with about 159K people. There's a real sense of community in certain neighborhoods. What neighborhoods would you suggest?

Depends on what you're looking for honestly. If you want food scene, then yeah this place is great. But if school system matters to you, might want to look elsewhere.
