OK so Crime rate is something to consider -New Carlisle sits at 196.7 per 100K. The median home value here is around $111,900, which is actually reasonable. It's a a small town city with about 5,552 people. Cost of living is definitely rising, but still manageable. The weather takes some getting used to. The parks and outdoor areas are a huge plus. Anyone in a similar situation? It's changing fast -some good, some not so much. Downtown has improved a lot in recent years. It's a very car-dependent city, for better or worse.
