Random thought, I work in real estate and Rent is about $1,031/month for a decent place. Household incomes average around $81,947 in New Cumberland. It's a a small town city with about 7,531 people. Traffic can be rough during rush hour, no sugarcoating that. The school system varies a lot by neighborhood. There's a real sense of community in certain neighborhoods. What are your go-to spots? Honestly, I think it's a great place if you know where to look. The food scene here is surprisingly good. It's a very car-dependent city, for better or worse.

From a safety perspective, it really depends on the area. Some neighborhoods are underrated, others not so much. Do your research on specific streets.

Gonna give a different perspective here since most replies seem solid.
I've been here 5 years and it's exactly what I was looking for. The thing nobody mentions is job market. It's wild and it affects daily life more than you'd think.
That said, the community vibe is legit. And if you're into camping, this place is solid.
Neighborhood matters A LOT here. The Highland side vs the Springfield side are basically different cities. Make sure you visit both before deciding.
Give it a chance - it might surprise you..

Weather-wise, the summers are improving and winters are competitive. You get used to it after the first year.

Public transit is average here. You'll probably need a car for most things. I love the pace of life here.

OK so I've been meaning to write this for a while. I moved here 6 years ago from San Diego and here's my honest breakdown:
Housing: Lots of new construction which should help. We're paying /mo for a 1-bed in Maple Ridge. It's solid for what you get.
Jobs: The market is affordable right now, especially in marketing. If you're in manufacturing you might struggle.
People: Generally better than expected. It took about 17 months to build a solid friend group.
Food: surprisingly good. Tons of options if you like Italian.
