North Lakes in the winter -how bad?

Hello, I'm a remote worker and Average temperature is around 37--F, so bundle up in winter. It's a a small town city with about 10,583 people. Downtown has improved a lot in recent years. What do you all think? It's not perfect, but the community is solid.

Public transit is decent here. You'll probably need a car for most things. it's improved dramatically in recent years.
