Cost of living reality check -North Valley

OK so I'm single, late 30s, and Median household income is $67,115, which feels about average for the area. Homes are going for about $290,500 on average. You can expect to pay around $1,063 for rent here. It's a a small town city with about 11,474 people. Downtown has improved a lot in recent years. Traffic can be rough during rush hour, no sugarcoating that. It's not perfect, but the community is solid. Is this normal for North Valley? Cost of living is definitely rising, but still manageable. It's a very car-dependent city, for better or worse. Honestly, I think it's a great place if you know where to look. The food scene here is surprisingly good. Renting here right now, paying about /mo for a 2-bedroom. I'm still on the fence after all this time. Compared to Baltimore it's surprisingly good.
