Is public transit usable in North Valley?

Not sure if this has been asked before, but My family moved here when I was a kid. You can expect to pay around $1,063 for rent here. Poverty rate is 19.8%, which is higher than I expected. The unemployment rate is 3.4%, which is pretty low. The city has invested a lot in new development. It's not perfect, but the community is solid. There's a growing tech scene which is exciting. Should I be concerned? There's a real sense of community in certain neighborhoods. Traffic can be rough during rush hour, no sugarcoating that. It's not perfect, but the community is solid. The food scene here is better than expected. Tons of great Italian places. it's been a really good experience overall.
