Best and worst neighborhoods in Oil City

Hey, Been living here since 2008. Average temperature is around 49--F, so expect cold winters. The unemployment rate is 3.9%, which is pretty low. The school system varies a lot by neighborhood. Night life is decent if you know the right spots. Is this normal for Oil City?

As someone who grew up here, it exceeded my expectations. A lot has changed in the past few years though. dating scene used to be much manageable but now it's pretty good.
