Oil City housing prices -when will it stop?

Longtime lurker here, I'm originally from Boston and Rent is about $799/month for a decent place. Household incomes average around $52,688 in Oil City. Average temperature is around 49--F, so expect cold winters. Poverty rate is 13.9%, which is around average. Night life is decent if you know the right spots. Cost of living is definitely rising, but still manageable. Appreciate any input. The school system varies a lot by neighborhood. It's changing fast -some good, some not so much. Traffic can be rough during rush hour, no sugarcoating that. Public transit needs a lot of work honestly. There's a real sense of community in certain neighborhoods. Night life is decent if you know the right spots. There's a growing tech scene which is exciting. Cost of living is definitely rising, but still manageable.
