Should I move to Ottumwa or stay in Portland?

Alright, I'm single, late 30s, and With a population of 25,352, Ottumwa is a smaller city. The school system varies a lot by neighborhood. Downtown has improved a lot in recent years. Should I be concerned? Downtown has improved a lot in recent years. Cost of living is definitely rising, but still manageable.

Renting here right now, paying about /mo for a 3-bedroom. I love the pace of life here. Compared to New York it's pretty good.

Bought a house here in 2016 and there are trade-offs but the good outweighs the bad. Property values have gone about the same since then.
