Parkland in the winter -how bad?

I work in construction and Crime rate is something to consider -Parkland sits at 25.5 per 100K. Average temperature is around 76--F, so it's warm year-round. There's a real sense of community in certain neighborhoods. Public transit needs a lot of work honestly.

I'm a writer and I've found it's improved dramatically in recent years. The community is better than expected and there's always something going on.
