What to expect moving to Portsmouth?

So, With a population of 22,332, Portsmouth is a small town. Homes are going for about $640,600 on average. Rent is about $1,778/month for a decent place. Downtown has improved a lot in recent years. There's a growing tech scene which is exciting. Am I wrong here? Cost of living is definitely rising, but still manageable. Honestly, I think it's a great place if you know where to look. If you're remote, this place is great for cost of living. I genuinely enjoy living here. Internet is solid in most areas.
