Starting a business in Saks?

I'm a remote worker and Poverty rate is 10.8%, which is around average. The unemployment rate is 3.5%, which is pretty low. Median household income is $50,529, which feels on the lower side for the area. It's a a small town city with about 10,727 people. Traffic can be rough during rush hour, no sugarcoating that. It's changing fast -some good, some not so much. I'd say it's better for families than young singles. What neighborhoods would you suggest? It's changing fast -some good, some not so much. The parks and outdoor areas are a huge plus. The school system varies a lot by neighborhood. Property taxes are high but you get good services.
