Spring Grove in the winter -how bad?

Anyone else feel this way? I'm retired and It's a a small town city with about 1,223 people. Average temperature is around 44--F, so bundle up in winter. Traffic can be rough during rush hour, no sugarcoating that. It's changing fast -some good, some not so much. Cost of living is definitely rising,...
