Couple moving to St. Vincent College from out of state

Hello, Average temperature is around 51--F, so expect cold winters. Downtown has improved a lot in recent years. Any advice would be great. Cheers. Property taxes are high but you get good services. There's a real sense of community in certain neighborhoods.
