First post here. Military spouse here. Poverty rate is 3.7%, which is pretty low. With a population of 93,915, Toms River is a smaller city. Traffic can be rough during rush hour, no sugarcoating that. The suburbs are where most families end up. Property taxes are high but you get good services.
