Considering Tooele vs Phoenix -help me decide

First post here. Homes are going for about $338,400 on average. Property taxes are high but you get good services. Downtown has improved a lot in recent years. Is this normal for Tooele?

We moved here with our family and it's not perfect but it works for me. Schools in Greenfield area are tough. Kids love it here.
