Wailuku in the winter -how bad?

Random thought, I'm originally from Minneapolis and Homes are going for about $781,700 on average. With a population of 15,754, Wailuku is a small town. It's changing fast -some good, some not so much. What neighborhoods would you suggest?

I'd say the biggest thing people don't talk about is school system. it's been a really good experience overall. Worth doing your research before committing.
