My wife and I are planning to retire in the next few years. We're considering Wilmington because of lower cost of living. Weather is moderate — about 65F average.
Cost of living looks pretty reasonable. How's the healthcare situation? Any retiree communities?

If you can afford it, Northside is the best place to live. Period.

For families, I'd recommend looking at Northside. Schools are rated well and it's quiet.

Don't sleep on Pine Grove. It's up and coming and still affordable.

Great post! One thing I'd mention is check out the local Facebook groups for neighborhood info. Makes a big difference.
