Moving to York for work -advice?

Hey folks, We're a young couple and Poverty rate is 19.4%, which is higher than I expected. Rent is about $958/month for a decent place. The median home value here is around $103,100, which is actually reasonable. It's changing fast -some good, some not so much. The school system varies a lot by neighborhood. The food scene here is surprisingly good. Am I wrong here? The city has invested a lot in new development. The city has invested a lot in new development.
