Is public transit usable in Ashland?

Longtime lurker here, I'm a college student here and Average temperature is around 55--F, so expect cold winters. Rent is about $2,105/month for a decent place. Poverty rate is 5.6%, which is pretty low. Downtown has improved a lot in recent years. It's a very car-dependent city, for better or worse. Traffic can be rough during rush hour, no sugarcoating that. The school system varies a lot by neighborhood. Property taxes are high but you get good services. There's a real sense of community in certain neighborhoods. Honestly, I think it's a great place if you know where to look. Public transit needs a lot of work honestly.
