Rent vs buy in Hannibal -what makes sense?

First post here. Born and raised here. Crime rate is something to consider -Hannibal sits at 374.8 per 100K. The unemployment rate is 2.6%, which is pretty low. Night life is decent if you know the right spots. Cost of living is definitely rising, but still manageable. Thoughts?
