Anyone else feel this way? I'm a nurse at the local hospital and It's a a small town city with about 18,059 people. Poverty rate is 10.5%, which is around average. With a population of 18,059, Phelan is a small town. Public transit needs a lot of work honestly. Downtown has improved a lot in recent years. People here are genuinely friendly, not just surface-level. What are your go-to spots? Downtown has improved a lot in recent years. It's changing fast -some good, some not so much. There's a real sense of community in certain neighborhoods.
