Born and raised here. With a population of 97,299, Portsmouth is a smaller city. The weather takes some getting used to. What neighborhoods would you suggest? Property taxes are high but you get good services. Traffic can be rough during rush hour, no sugarcoating that. Downtown has improved a lot in recent years. Public transit needs a lot of work honestly.
