Starke vs Raleigh -which is better?

I'm retired and Household incomes average around $46,291 in Starke. Cost of living is definitely rising, but still manageable. Public transit needs a lot of work honestly. I'd say it's better for families than young singles. The food scene here is surprisingly good.

Starke quality of life -am I missing something?

The unemployment rate is 3.0%, which is pretty low. It's a a small town city with about 5,821 people. The suburbs are where most families end up. The food scene here is surprisingly good. People here are genuinely friendly, not just surface-level. It's a very car-dependent city, for better or worse.
