Atlantic is underrated, change my mind

Hey folks, We're a young couple and Poverty rate is 20.1%, which is higher than I expected. It's changing fast -some good, some not so much. Downtown has improved a lot in recent years.

OK so The unemployment rate is 0.4%, which is pretty low. It's a a small town city with about 6,773 people. Traffic can be rough during rush hour, no sugarcoating that. The school system varies a lot by neighborhood. What neighborhoods would you suggest?
