People here are genuinely friendly, not just surface-level. Is this normal for Shafter? The city has invested a lot in new development.

First post here. We have two kids and The unemployment rate is 4.1%, which is about average. With a population of 20,618, Shafter is a small town. The suburbs are where most families end up. What would you do? Honestly, I think it's a great place if you know where to look.
Rent is about $1,140/month for a decent place. Crime rate is something to consider -Shafter sits at 259.1 per 100K. Cost of living is definitely rising, but still manageable. The school system varies a lot by neighborhood. Let me know your thoughts. TIA!
