Cheapest neighborhoods in Ashtabula?

Anyone else feel this way? I'm originally from Dallas and Rent is about $790/month for a decent place. Homes are going for about $99,200 on average. I'd say it's better for families than young singles. The parks and outdoor areas are a huge plus. What neighborhoods would you suggest?
