Moving to Brown Deer with kids -good idea?

Random thought, I'm a nurse at the local hospital and It's a a small town city with about 12,615 people. Crime rate is something to consider -Brown Deer sits at 337.0 per 100K. There's a real sense of community in certain neighborhoods. It's changing fast -some good, some not so much.
